The Arch is a part of the Jefferson National Expansion Memorial commemorating the migration and settlement of the American West in the 1800's.  Beneath the Arch is the Museum of Westward Expansion which charts the history of the American West including the Lewis and Clark Expedition.

This guy followed us from Yellowstone....

 Nearby is the Historic Old Courthouse where in 1846 Dred Scott and his wife Harriet sued for and were granted their freedom.
